Bringing a dog or cat to Thailand
Moderate for dogs and cats whichever country you come from.
Requirements
It depends on where you're coming from. Pick your country, or compare the origin groups the authority itself uses below.
Dog from Germany: 13 requirements
Open as my dated checklist- 01One of the following
- 1aImport permitIn advance: apply to the Animal Quarantine Station (AQS) of the arrival airport for the notice of import approval (form R.6, called the "import permit") at least 7 working days before arrival — through the DLD e-Movement system or by e-mail (Suvarnabhumi: qsap_bkk_import@dld.go.th) with form R1/1, a copy of the owner's passport, a photo of the pet and an English vaccination record showing the microchip number, one PDF per animal. Mandatory in advance for air cargo. The permit is valid 60 days and comes with the health "Requirement" for the exporting country's vet.
- At least 7 working days before arrival
- 1bImport permitOn arrival: for hand-carried pets the advance application does not apply — at the discretion of the port veterinarian the owner may apply at the AQS on arrival (Suvarnabhumi "option C") with the complete documents: original endorsed health certificate, original vaccination record or pet passport in English with the microchip number, form R1/1. Not recommended with a short connection; airlines may refuse boarding without a permit issued in advance.
- Only if: the pet travels with the passenger (hand-carried — in the cabin or as checked baggage), not as air cargo
- 02Health certificateOriginal official health certificate in English, issued (or endorsed and stamped) by the government veterinary authority of the exporting country, certifying the conditions in the "Requirement" that comes with the import permit. A certificate in another language needs a signed translation into Thai or English with a copy of the translator's ID. Bring the original, plus the printed permit and the original pet passport or vaccination record.
- At most 10 days before arrival — valid 10 days after endorsement — stated by the embassies in The Hague and Washington, not by a DLD document
- 03MicrochipMicrochip (the DLD manual also accepts a tattoo for dogs and cats, but every AQS document asks for a microchip number), implanted at the owner's cost before export; its number must appear on the R1/1 form, the vaccination record and the health certificate, and is checked against the animal on arrival. No ISO standard is named and the chip is not required to precede the rabies vaccination.
- 04Rabies vaccinationRabies vaccine; first (primary) dose at 12 weeks of age or older. After a primary or lapsed vaccination wait 21 days before departure; no wait for an in-date booster (attach earlier records). No maximum age of the vaccination is stated beyond it being valid.
- At least 21 days before departure — only after a primary or lapsed vaccination; no wait after an in-date booster
- 05Other vaccinationsDistemper, hepatitis and parvovirus vaccines. The DLD sheet says at least 21 days before departure; the AQS applies the 21-day wait only after a primary or lapsed dose.
- At least 21 days before departure — AQS: only after a primary or lapsed vaccination
- 06One of the following
- 6aOther vaccinationsLeptospirosis vaccine, valid at departure (21-day wait after a primary dose).
- At least 21 days before departure — AQS: only after a primary or lapsed vaccination
- 6bDisease testLeptospirosis test with a negative result within 30 days before departure (instead of the vaccine).
- At most 30 days before departure
- 07Minimum ageAt least 4 months old at import — stated by the Royal Thai Embassy in The Hague (2025) and the Thai agricultural office in Brussels (2022, which names the Suvarnabhumi AQS as its source); not found in any DLD law, manual or AQS document.Sources disagree — confirm with the authoritySource:Royal Thai Embassy in The Hague (opens official site: Bringing Pets to Thailand (updated 2025-03-19))· checked 04 Oct 2026
- 08Port of entryEnter only through a port of entry designated by the Minister (Animal Quarantine Station jurisdictions — see the entry points). Airports with an AQS pet-import contact per the Washington office (2025): Suvarnabhumi (BKK), Don Mueang (DMK), Chiang Mai (CNX), Phuket (HKT), Samui (USM), Krabi (KBV, served by the Trang AQS). Apply for the permit to the AQS of the airport where you land.
- 09Transport rulesNose-and-paw-proof travel crate (DLD requirements sheet); the port vet checks the container on arrival. Airline rules on cabin/hold apply separately.
- 10Arrival inspectionDo not take the pet away before the AQS has inspected it. Go to the AQS with the pet and the original documents. At Suvarnabhumi: hand-carried pets at the AQS next to baggage carousel 8 (24 h); cargo at the Free Zone CE-1 building (Mon–Fri office hours). The vet checks the documents, the microchip and the animal, issues the Notice of Import Approval (R.6, if not issued in advance) and the Import Licence (R.7) and charges 500 baht per animal + 10 baht per application. Non-compliant animals can be returned, held for observation or the owner fined.Source:Suvarnabhumi Airport Animal Quarantine Station, DLD (opens official site: C. Dog from Germany: 13 requirements.
In short: Import permit (R.6) from the Animal Quarantine Station of the arrival airport — by e-mail or the DLD e-Movement system at least 7 working days ahead, or on arrival for hand-carried pets at the vet's discretion — government-endorsed health certificate in English, microchip, rabies + DHP + leptospirosis vaccines (dogs) or rabies + feline panleukopenia (cats), 21-day wait after a primary dose. No titer test. No quarantine when the papers are in order; detention for observation (up to 60 days) only if disease is suspected or the certificate is missing or wrong.
Always confirm with the destination's official authority and your airline before travelling.

Quarantine
No quarantine when the paperwork is in order
Up to 60 days at a government quarantine station when the port veterinarian takes samples for a laboratory test — when an epidemic disease is suspected, the pet comes from a herd with an epidemic disease, the health certificate is missing, incomplete or does not meet the DLD import conditions, or for any other reason the vet finds necessary (clause 13 of the Ministerial Regulation B.E. 2563)
If the pet does not meet the rules: the owner is fined or the animal is returned to the country of export at the owner's expense (AQS); under the Ministerial Regulation the port vet may hold it for observation, and an animal found to have an epidemic disease is destroyed or otherwise disposed of. The Director-General may also grant a lenient entry on conditions (clause 10 of the DLD Notification B.E. 2558).

9 notes on this list
The legal list (2015, amended 2017 and 2019) names 46 animal quarantine stations covering about 30 airports, the seaports and the land border districts. Listed here are the airports with international passenger service; a pet may legally enter through any station in the list, but only the six AQS named by the Washington office (BKK, DMK, CNX, HKT, USM, KBV) publish a pet-import e-mail — write to the AQS of your airport before booking.
Bangkok — Don Mueang (item 2) and Suvarnabhumi (item 4).
Udon Thani (item 20).
Chiang Mai (item 23).
Chiang Rai — Mae Fah Luang airport (item 25).
Surat Thani (item 38) and Samui (item 39).
Phuket (item 41).

Official sources differ on AQS opening hours outside Bangkok — the Hague page: Phuket and Chiang Mai Monday–Sunday 8:30–16:30; the Washington office (2025): Chiang Mai, Phuket, Don Mueang, Samui and Krabi "Open 24 hrs. daily". Arrive in office hours or confirm with the station.
List as of 25 Sep 2026
Breed bans
The researched rules of Thailand name no breed ban. Airlines may still refuse flat-faced and restricted breeds.
Transit through Thailand
Transit through Thailand with a licence: an animal passing through the Kingdom needs a transit licence, applied for to the port of entry vet through the DLD e-licensing system at least 7 working days before arrival, with (among others) the destination country's import permit in English. The container may not be opened between the port of entry and the port of exit. Fee 250 baht per dog or cat. Whether a pet that stays in the aircraft or the transfer area during a connection at BKK counts as "transit" under the Act is not stated in any source found; airlines handle such connections under their own rules — ask the airline and the Suvarnabhumi AQS.
The transit application needs the destination country's import permit in English.
The container may not be opened, changed or the animal transferred between the port of entry and the port of exit, except in force majeure under the port vet's control.
Transit licence fee — 250 baht per dog or cat.
Leaving Thailand with your pet
An export licence from the Animal Quarantine Station (AQS) of the departure airport, issued after a health check of the pet 1–5 days before the flight, no appointment. The AQS also issues the health certificate the destination asks for.
How it works
- At Suvarnabhumi: register the export in e-Movement (form R1/1 and the health certificate application), then bring the pet to the AQS in the CE-1 building, Monday–Friday 08:30–12:00 and 13:00–15:30.
- Bring the originals: passport, microchip certificate, vaccination book with a rabies vaccination valid on the departure date, and whatever the destination requires (titer result, its import permit).
Export fee at the Suvarnabhumi AQS — 250 baht per pet + 10 baht per shipment, cash; about 1–2 hours.
Legal fee for the export licence — 250 baht per dog or cat.
The export licence is valid 9 days from issue (DLD Notification, clause 13).
Other official pages give a shorter window for the check — Thai Customs says no more than 3 days before departure.
The DLD's quarantine division says no more than 2–3 days — go 2–3 days before the flight and every page is satisfied.
The Suvarnabhumi export registration applies only to flights leaving from Suvarnabhumi; other airports have their own AQS.
Rule changes
No dated change in the researched rules of Thailand. Tell us if you know of one.
Good to know
The rules below rest on the Animal Epidemics Act B.E. 2558 and its regulations (import licence, ports of entry, inspection and detention powers, fees) and on the DLD citizen's manuals and Suvarnabhumi AQS instructions for the procedure. The DLD does not publish one dated rulebook of the health conditions for pets: the conditions come as a "Requirement" sheet attached to the import permit. Minimum age and certificate validity are stated only by Thai embassies. Confirm with the AQS of the arrival airport before travelling.
Our note, not a rule.No breed ban on import (airlines may have their own restrictions).
Pets (dogs, cats) are exempt from the rule that imported livestock must come from a DLD-approved establishment in the exporting country; the origin matters only when the DLD suspends imports from an area (section 33).
