BRINGING A CAT FROMGermany to Thailand
Cat · Moving
Bringing a dog instead? No quarantine when the paperwork is in order. Needs import permit, health certificate, microchip, rabies vaccination, other vaccinations, minimum age, port of entry, transport rules, arrival inspection and customs declaration.
Always confirm with the destination's official authority and your airline before travelling.
Entry requirements
Import permit (R.6) from the Animal Quarantine Station of the arrival airport — by e-mail or the DLD e-Movement system at least 7 working days ahead, or on arrival for hand-carried pets at the vet's discretion — government-endorsed health certificate in English, microchip, rabies + DHP + leptospirosis vaccines (dogs) or rabies + feline panleukopenia (cats), 21-day wait after a primary dose. No titer test. No quarantine when the papers are in order; detention for observation (up to 60 days) only if disease is suspected or the certificate is missing or wrong.
In advance: apply to the Animal Quarantine Station (AQS) of the arrival airport for the notice of import approval (form R.6, called the "import permit") at least 7 working days before arrival — through the DLD e-Movement system or by e-mail (Suvarnabhumi: qsap_bkk_import@dld.go.th) with form R1/1, a copy of the owner's passport, a photo of the pet and an English vaccination record showing the microchip number, one PDF per animal. Mandatory in advance for air cargo. The permit is valid 60 days and comes with the health "Requirement" for the exporting country's vet.

Legal validity of the notice of import approval — 60 days from issue. The citizen's manual adds that it can be cancelled if an epidemic breaks out in the country of origin.
The R.6 notice can be cancelled if an epidemic breaks out in the country of origin.
Processing time: the DLD service standard is 4 working days once the documents are complete (citizen's manual). The AQS PDFs say "within 7 working days", the AQS cargo page "about 5 business days", the Washington office "5–7 Thai business days" (and recommends applying 30 days ahead), the Hague page "at least 3 working days". Plan for 7 working days.
The Washington agricultural office (2025) says at least 7 and no more than 60 days before departure, 5–7 Thai business days to process, apply 30 days ahead.
Air cargo — permit in advance is mandatory.
Incomplete applications: the AQS notifies the applicant (e-Movement or e-mail); corrections are due within 7 working days, extendable by up to 30 days on request, otherwise the application is cancelled.
Before arrival the permit holder confirms the date, time and flight to the port veterinarian (clause 6 of the DLD Notification). The AQS pet instructions do not repeat this; a reply to the permit e-mail with the final itinerary is the practical way.

On arrival: for hand-carried pets the advance application does not apply — at the discretion of the port veterinarian the owner may apply at the AQS on arrival (Suvarnabhumi "option C") with the complete documents: original endorsed health certificate, original vaccination record or pet passport in English with the microchip number, form R1/1. Not recommended with a short connection; airlines may refuse boarding without a permit issued in advance.

- · the pet travels with the passenger (hand-carried — in the cabin or as checked baggage), not as air cargo
Permit on arrival is possible for pets travelling with the passenger if all documents are ready, but airlines may demand the permit before boarding.
Customs at Suvarnabhumi (2023): the notice of import approval (R.6) must be issued before the date of import; one issued later breaches section 244 of the Customs Act B.E. 2560 — a fine of 10% of the value, 1,000 to 20,000 baht. Its passenger procedure asks only for the R.7 at the red channel, so this reads as the rule for customs declarations (air cargo, temporary import), but nothing says it is waived for an R.6 issued on arrival. Applying in advance avoids the question.

The Suvarnabhumi AQS offers three procedures; only air cargo requires the permit in advance.
Legal basis — a licence from the DLD is required for every import of an animal (dogs and cats are "animals" under section 4 of the Act).
Original official health certificate in English, issued (or endorsed and stamped) by the government veterinary authority of the exporting country, certifying the conditions in the "Requirement" that comes with the import permit. A certificate in another language needs a signed translation into Thai or English with a copy of the translator's ID. Bring the original, plus the printed permit and the original pet passport or vaccination record.

valid 10 days after endorsement — stated by the embassies in The Hague and Washington, not by a DLD document
The health conditions the certificate must attest are the "Requirement" the AQS attaches to the R.6 permit; the exporting country's government vet certifies against it and issues the certificate in English.

The Washington office (2025) also gives 10 days of validity from the government endorsement.
Microchip (the DLD manual also accepts a tattoo for dogs and cats, but every AQS document asks for a microchip number), implanted at the owner's cost before export; its number must appear on the R1/1 form, the vaccination record and the health certificate, and is checked against the animal on arrival. No ISO standard is named and the chip is not required to precede the rabies vaccination.

Do not take the pet away before the AQS has inspected it. Go to the AQS with the pet and the original documents. At Suvarnabhumi: hand-carried pets at the AQS next to baggage carousel 8 (24 h); cargo at the Free Zone CE-1 building (Mon–Fri office hours). The vet checks the documents, the microchip and the animal, issues the Notice of Import Approval (R.6, if not issued in advance) and the Import Licence (R.7) and charges 500 baht per animal + 10 baht per application. Non-compliant animals can be returned, held for observation or the owner fined.

Air-cargo pets can only be collected during AQS office hours, Monday–Friday.
DLD service standard for issuing the R.7 licence on arrival: 1 working day and 6 hours in total (document check 3 h, health check and drafting 3 h, signature 1 working day). The AQS releases hand-carried pets on the arrival date; expect longer when several pets arrive at once.
Official sources differ on how long the import licence (R.7) is valid — the DLD Notification and the citizen's manual give 7 days from issue; the Washington office says it is valid until the pet leaves Thailand. Keep the R.7 with the pet's papers: the AQS may ask for it when the pet is exported later.

Temporary import (the pet leaves Thailand again): file the simplified customs declaration (Kor.Sor.Kor.102) with the passport, the air waybill if any, the R.6 and R.7 and proof of ownership, and give a bond or guarantee that the pet will be exported within six months of the import date, naming the customs house of export. Customs then releases the pet and hands over a copy of the bond for the export. Neither page says how large the bond is or whether duty is then only secured or waived.
- The DLD Director-General may suspend imports from an area with an epidemic for up to 90 days at a time (section 33). — Royal Thai Government Gazette (hosted by DLD Division of Animal Quarantine and Inspection)
- Preparation time 5 weeks: vaccines at ≥12 weeks (day 0) → 21-day wait (the Washington office says to apply for the permit only after it) → permit 4–7 working days → certificate endorsed in the last 10 days before arrival. Plus the 4-month minimum age if confirmed.
- Domestic travel after import (e.g. a Bangkok → Chiang Mai flight): section 34 of the Act requires a movement permit between provinces only for the listed species (elephants, horses, cattle, buffalo, goats, sheep, deer, pigs, wild boar, birds, poultry, their semen, embryos, eggs and carcasses) or other animals designated by the Minister. Dogs and cats are not in the list. — Royal Thai Government Gazette (hosted by DLD Division of Animal Quarantine and Inspection)
- The only Ministerial notification under section 34 (4) found on the DLD AQI page (2021) designates wild bovids, deer, equids, giraffes, pigs, swans and camelids — not dogs or cats. So no DLD movement permit is needed to fly a pet from Bangkok to Chiang Mai, unless the pet is in a declared epidemic (e.g. rabies) zone — see the next note. Airlines have their own document rules. Not confirmed with the DLD. — Ministry of Agriculture and Cooperatives; Royal Thai Government Gazette (hosted by DLD Division of Animal Quarantine and Inspection)
- Inside a declared epidemic zone (temporary zones under section 20 are announced locally for 30 days, e.g. for rabies) no animal named in the announcement may be moved in, out, through or within the zone without written permission from the local veterinarian. Check with the provincial livestock office if a rabies zone is in force where you stay. — Royal Thai Government Gazette (hosted by DLD Division of Animal Quarantine and Inspection)
- The DLD AQI procedure page (October 2025), written for commercial importers, lists post-import steps — a quarantine order to an approved facility, domestic movement permits (R.3, R.4, R.5) and sampling. The pet-specific AQS instructions and citizen's manuals have none of these; so this site leaves them out for pets. — Department of Livestock Development, Division of Animal Quarantine and Inspection
No quarantine when the paperwork is in order
Up to 60 days at a government quarantine station when the port veterinarian takes samples for a laboratory test — when an epidemic disease is suspected, the pet comes from a herd with an epidemic disease, the health certificate is missing, incomplete or does not meet the DLD import conditions, or for any other reason the vet finds necessary (clause 13 of the Ministerial Regulation B.E. 2563) — Royal Thai Government Gazette (hosted by DLD Division of Animal Quarantine and Inspection)
If the pet does not meet the rules: the owner is fined or the animal is returned to the country of export at the owner's expense (AQS); under the Ministerial Regulation the port vet may hold it for observation, and an animal found to have an epidemic disease is destroyed or otherwise disposed of. The Director-General may also grant a lenient entry on conditions (clause 10 of the DLD Notification B.E. 2558)
Legal basis for release without quarantine: after the physical inspection, if the animal is normal and no epidemic disease is suspected, the port vet may disinfect and then lets the animal leave the inspection area.
When sampling and detention are allowed (clause 13 of the Ministerial Regulation B.E. 2563).
An animal found to have (or carry) an epidemic disease on inspection or by the laboratory test is destroyed or otherwise dealt with under DLD regulations.
The Director-General may allow an import that does not fully comply, on conditions.
The embassy in The Hague puts it as "no quarantine as long as the pet shows no sign of illness", with the quarantine officer keeping discretion.
Official sources differ — the undated DLD requirements sheet (PDF created 2015, still linked by the embassy in The Hague) says imported dogs and cats are quarantined for at least 30 days. The Ministerial Regulation B.E. 2563 allows detention only in the clause 13 cases, the AQS (2023) releases the animal on the arrival date and the embassies (2025) say no quarantine without illness. We show no quarantine for a pet that meets the rules; confirm with the AQS.

Transit and stopovers
- Transit through Thailand with a licence: an animal passing through the Kingdom needs a transit licence, applied for to the port of entry vet through the DLD e-licensing system at least 7 working days before arrival, with (among others) the destination country's import permit in English. The container may not be opened between the port of entry and the port of exit. Fee 250 baht per dog or cat. Whether a pet that stays in the aircraft or the transfer area during a connection at BKK counts as "transit" under the Act is not stated in any source found; airlines handle such connections under their own rules — ask the airline and the Suvarnabhumi AQS. — Royal Thai Government Gazette (hosted on the Suvarnabhumi Airport AQS site, DLD)

Leaving Thailand with the pet
- An export licence from the Animal Quarantine Station (AQS) of the departure airport, issued after a health check of the pet 1–5 days before the flight, no appointment. The AQS also issues the health certificate the destination asks for.
How it works at the airport
- At Suvarnabhumi: register the export in e-Movement (form R1/1 and the health certificate application), then bring the pet to the AQS in the CE-1 building, Monday–Friday 08:30–12:00 and 13:00–15:30.
- Bring the originals: passport, microchip certificate, vaccination book with a rabies vaccination valid on the departure date, and whatever the destination requires (titer result, its import permit).
- Export fee at the Suvarnabhumi AQS — 250 baht per pet + 10 baht per shipment, cash; about 1–2 hours.
- Legal fee for the export licence — 250 baht per dog or cat.
- The export licence is valid 9 days from issue (DLD Notification, clause 13).
- Other official pages give a shorter window for the check — Thai Customs says no more than 3 days before departure.
- The DLD's quarantine division says no more than 2–3 days — go 2–3 days before the flight and every page is satisfied.
- The Suvarnabhumi export registration applies only to flights leaving from Suvarnabhumi; other airports have their own AQS.
