Move the pet to a Category 1, 2 or 3 country and prepare it there (Category 3: rabies vaccine and RNATT must be done in a categorised country; Category 2: 6 months' residency or the rabies route; Category 1: shipped directly from Australia).
Transit or transhipment en route must also be in a categorised country — a stopover in a non-categorised country breaks eligibility.
