Prep time about 8 weeks

No quarantine when the paperwork is in order. Needs health certificate, rabies vaccination, rabies antibody (titer) test, import permit, residence period, pre-export quarantine, import form, advance notice to the authority, port of entry, arrival inspection, minimum age and condition of the animal.

Always confirm with the destination's official authority and your airline before travelling.

Entry requirements

Tap the seal to stamp a step done.0 OF 12 STAMPED

Health certificate from the origin government, rabies vaccination book, protective rabies titer result, prior notice to Barantin before departure, inspection at a designated port (in practice Soekarno-Hatta, Jakarta). Embassies also require a Ministry of Agriculture letter; one undated embassy page adds 3 months' quarantine in the origin country for rabies-infected countries, and a 2019 embassy PDF 14 days' quarantine on arrival (both unconfirmed). Not for Bali, and possibly not for other "rabies-free" provinces.

01
Health certificate
before travel

Health certificate issued by the competent (government) official of the country of origin. Per the Mexico embassy it must state that the pet is healthy and fit to travel, plus the origin-dependent statements below (residence or origin quarantine, inactivated rabies vaccine at ≥3 months, protective titer), with the titer result attached. No validity window was found in Indonesian sources.

02
Rabies vaccination
30+ days before departurewithin 1 year before departure

Rabies vaccination recorded in a vaccination book. Inactivated vaccine, given in the origin country when the pet was at least 3 months old (embassy page). Timing: the Hague embassy (July 2026) says the rabies vaccination certificate is "valid at most 1 month before departure" (wording unclear); the 2019 Washington embassy PDF says at least 30 days and not more than 1 year before shipment. The windows below are the 2019 ones.

03
Rabies antibody (titer) test
before travel

Rabies antibody titer test with a protective result, attached to the health certificate. Barantin applies a threshold of at least 0.5 IU/ml (stated for a domestic move in 2026). No Indonesian source found states the test method, approved laboratories, or how long before/after vaccination or travel the blood must be taken.

04
Import permit
before travel

Written application to the Ministry of Agriculture, Directorate General of Livestock (Jl. Harsono RM No. 3, Ragunan, Jakarta 12550) describing the pet (species, breed, age, colour), with the vet health certificate and rabies vaccination certificate attached. The Ministry issues a letter ("Surat Keterangan") valid 1 month, used to obtain the import licence from Animal Quarantine at Terminal A, Soekarno-Hatta airport. Both embassies ask for documents to be apostilled. Processing time not published. Barantin's own 2026 summary does not mention this letter — ask Barantin whether it is still needed.

10
Arrival inspection
before travel

On arrival, report and hand over the pet with all documents to the quarantine officer. Documents and the animal are checked; if everything complies and the pet is healthy, the quarantine vet releases it with a Quarantine Release Certificate (Sertifikat Pelepasan Karantina); fees are paid by e-billing. If requirements are not met the pet is refused (sent out of Indonesia) — PP 29/2023 Pasal 77.

  • Ordinary pets do not count as passenger "baggage" (barang bawaan) under Barantin regulation 5/2024 — only guide/assistance animals and emotional support animals do (max 2) — so a pet dog or cat follows the full import procedure with a health certificate from the origin country. Emotional support animals have a rule of their own. — Badan Karantina Indonesia (legal text, JDIH Barantin)
  • No import from a country with an ongoing rabies outbreak. — Badan Karantina Indonesia
  • Indonesia's own grouping of origins (from the Mexico embassy page): rabies-free countries that do not vaccinate; rabies-free countries that vaccinate; rabies-infected countries. No official list of which country is in which group was found; older Ministry of Agriculture guidance used WOAH status. — Kedutaan Besar Republik Indonesia di Meksiko (Kementerian Luar Negeri)
  • Transit through a third country: PP 29/2023 requires a health certificate from the transit country. How this is applied to pets that stay airside on a connecting flight is not stated — ask Barantin when booking a connection. — Government of the Republic of Indonesia (PDF hosted by JDIH BPK RI)
Sources disagree — confirm with the authority
    • “If the carrier of quarantine animal diseases referred to in paragraph (1) transits: a. in a country, a health certificate from the transit country must be included; and/or [unofficial translation]” — Government of the Republic of Indonesia (PDF hosted by JDIH BPK RI), checked 04 Oct 2026
  • Other documents required by other laws must also be handed over — the legal hook for the Ministry of Agriculture letter. — Government of the Republic of Indonesia (PDF hosted by JDIH BPK RI)
  • If requirements are not met the pet is refused and must leave Indonesia (or the destination area). — Government of the Republic of Indonesia (PDF hosted by JDIH BPK RI)
  • Possible outcomes at the border (Barantin import procedure page): release; treatment; refusal if import requirements are not met; destruction if the animal endangers animal health or its requirements cannot be met. — Badan Karantina Indonesia
  • Protective titer threshold used by Barantin labs (domestic move, 2026). — Badan Karantina Indonesia
  • The Mexico and Hague pages also ask for all documents to be apostilled (and, for Mexico, translated into English by a sworn translator) before they are sent with the application. — Kedutaan Besar Republik Indonesia di Meksiko (Kementerian Luar Negeri)
  • No Indonesian source consulted requires a microchip for pet dogs and cats (only for ESA: 'identity book or microchip'). Titer labs and airlines usually need one — not added as a legal step.
  • No other vaccinations (distemper etc.) are required for pets in the sources found; ESA need rabies and distemper.
  • Preparation time 8 weeks (our judgement, not a rule): rabies vaccine at ≥3 months of age (day 0) → ≥30 days before departure (2019 PDF) → titer blood sample and lab result (lab time not in Indonesian sources) → Ministry letter (processing time unknown, valid 1 month) → prior notice. If the 3-month origin quarantine applies (rabies-infected origins), add ~13 weeks. If the 6-month residence rule applies, a recently moved pet may not qualify.
  • Example, a cat from Thailand: Thailand is rabies-infected, so the strictest tier applies (titer; possibly the 3-month origin quarantine) and the pet must not be flown into Bali (Denpasar, DPS) — arrive in Jakarta (CGK).

No quarantine when the paperwork is in order

Sources disagree — confirm with the authority
  • “You must report to the quarantine officer at the place of entry and complete the required documents from the country of origin. Isolation and observation at an Animal Quarantine Installation (IKH) are carried out if needed. [unofficial translation]” — Badan Karantina Indonesia, checked 26 Sep 2026

Quarantine at a government quarantine station when the quarantine vet decides isolation is needed (risk analysis or clinical signs — PP 29/2023 Pasal 71), or the papers are incomplete — Government of the Republic of Indonesia (PDF hosted by JDIH BPK RI)

Quarantine at a government quarantine station when the pet comes from a country with a rabies outbreak or where rabies is endemic ("high" origin category under Barantin regulation 2/2025 — rabies is a medium-risk quarantine disease, decree 2664/2025), making the dog or cat a high-risk carrier — Badan Karantina Indonesia (legal text, JDIH Barantin)

Isolation, if needed, takes place at an Instalasi Karantina Hewan (IKH) at the port of entry.

The observation period of regulation 2/2025 has no fixed length; the rabies incubation given in decree 2664/2025 is 10 days to 8 weeks for dogs and cats. In practice Barantin's 2026 texts say release without isolation when the papers and titer are in order — which of the two happens for a pet from e.g. Thailand must be confirmed.

Rabies is a medium-risk quarantine animal disease that is present in Indonesia; dogs and cats are susceptible.

Official sources differ on quarantine — the 2019 Washington embassy PDF says pets are held for at least 14 days in the airport quarantine facility. It relies on a 1988 ministerial decree under the repealed Law 16/1992; current Barantin text says isolation only "if needed". We show it as not automatic; confirm with Barantin before travelling.

Return trip to United Kingdom

Hard for a returning pet (no separate returning-resident rule; standard import rules apply), about 18 weeks of preparation. No quarantine when the paperwork is in order.

  • Rabies antibody (titer) test — the blood draw must happen before you leave, so plan it into the outbound trip: Blood sample at least 30 days after the rabies vaccination, tested at an EU-approved laboratory; result at least 0.5 IU/ml; blood-sample date entered in the GB pet health certificate. Stays valid while rabies boosters are kept up to date.

Leaving Indonesia with the pet

  • Request quarantine through PTK Online, bring a veterinary certificate from the national veterinary authority, disease test results, the vaccination book and a protective rabies titer result, meet the destination's rules, and present the pet at the airport/seaport; Barantin then issues the animal health certificate. Not possible from Bali while the rabies quarantine zone lasts.
  • Vaccination and titer tests for export can be done at veterinary-authority or accredited laboratories in Indonesia.
